THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 29 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Decision 2014/145/CFSP is amended as follows:

Council Decision 2014/145/CFSP of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (OJ L 78, 17.3.2014, p. 16 , ELI: http://data.europa.eu/eli/dec/2014/145(1)/oj).

(1) On 17 March 2014 , the Council adopted Decision 2014/145/CFSPCouncil Decision 2014/145/CFSP of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (OJ L 78, 17.3.2014, p. 16 , ELI: http://data.europa.eu/eli/dec/2014/145(1)/oj). .

(2) In its conclusions of 19 December 2024 , the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed its continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that efforts to further limit Russia’s ability to wage war must continue. It also expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions.

(3) In view of Russia’s continued and escalating aggression against Ukraine, and in particular its recent brutal military campaign deliberately targeting civilian infrastructure, including energy, water and health facilities, which has caused severe suffering to the civilian population and which aims to undermine Ukraine’s resilience, the Council considers it necessary to adopt further restrictive measures.

(4) In particular, the Council considers that 22 persons and 42 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine should be added to the list of persons, entities and bodies subject to restrictive measures set out in the Annex to Decision 2014/145/CFSP.

(5) Since the start of Russia’s war of aggression against Ukraine in 2022, Ukrainian authorities estimate that Russia has deported and forcibly transferred nearly 20000 Ukrainian children into Russia or into Ukrainian territories illegally occupied by Russia. Those children, many of whom are from orphanages or separated from their families, often face forced adoption and efforts to erase their Ukrainian identity. Those actions have been condemned as war crimes by the United Nations, leading to International Criminal Court arrest warrants in 2023 for leading Russian officials, including President Putin. In addition, the findings of the United Nations High Commissioner for Human Rights indicate that, through legislation and education programmes, Russia has systematically pursued policies to forcibly assimilate and indoctrinate Ukrainian children in order to diminish their Ukrainian identity and implant pro-Russian patriotism and national identity. Those policies include militarised education and training, at school and within organised patriotic youth groups, to promote future military service to children, including children in illegally occupied territories in Ukraine. Such deportations and forced transfers constitute violations of human rights, fundamental freedoms and human dignity, including the rights to private life, education, cultural participation, and freedom of expression and access to information, and undermine and threaten the sovereignty, stability and security of Ukraine.

(6) The Council therefore considers it necessary to introduce an additional criterion for the listing of natural or legal persons, entities or bodies responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors.

(7) It is appropriate to extend to two insurance companies, which are already listed, the existing derogation related to payments constituting an indemnity or benefit provided further to the materialisation of a risk.

(8) Decision 2014/145/CFSP should therefore be amended accordingly,

(1) in Article 1(1), the following point is added:(k) natural persons responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors,;

(2) Article 2 is amended as follows:(a) in paragraph 1, the following point is added:(n) natural or legal persons, entities or bodies responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors,; (b) paragraph 28 is amended as follows:(i) in the introductory wording, the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579;(ii) in point (a), the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579;

(a) in paragraph 1, the following point is added:(n) natural or legal persons, entities or bodies responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors,;

(b) paragraph 28 is amended as follows:(i) in the introductory wording, the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579;(ii) in point (a), the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579;

(n) natural or legal persons, entities or bodies responsible for, supporting or implementing actions or policies contributing to the deportation, forced transfer, forced assimilation, including indoctrination, or militarised education of Ukrainian minors,

(i) in the introductory wording, the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579;

(ii) in point (a), the words entity listed under entry number 270 are replaced by the words entities listed under entry numbers 56, 270 and 579;

(3) the Annex is amended in accordance with the Annex to this Decision.

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union .
