Rozhodnutí Rady (SZBP) 2025/2561 ze dne 15. prosince 2025, kterým se mění rozhodnutí (SZBP) 2022/2319 o omezujících opatřeních vzhledem k situaci na Haiti

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 29 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Annex II to Decision (CFSP) 2022/2319 is amended in accordance with the Annex to this Decision.

Council Decision (CFSP) 2022/2319 of 25 November 2022 concerning restrictive measures in view of the situation in Haiti (OJ L 307, 28.11.2022, p. 135 , ELI: http://data.europa.eu/eli/dec/2022/2319/oj).

(1) On 25 November 2022 , the Council adopted Decision (CFSP) 2022/2319Council Decision (CFSP) 2022/2319 of 25 November 2022 concerning restrictive measures in view of the situation in Haiti (OJ L 307, 28.11.2022, p. 135 , ELI: http://data.europa.eu/eli/dec/2022/2319/oj). .

(2) On 28 July 2023 , the Council adopted Decision (CFSP) 2023/1574Council Decision (CFSP) 2023/1574 of 28 July 2023 amending Decision (CFSP) 2022/2319 concerning restrictive measures in view of the situation in Haiti (OJ L 192, 31.7.2023, p. 21 , ELI: http://data.europa.eu/eli/dec/2023/1574/oj). , which amended Decision (CFSP) 2022/2319, thereby establishing a dedicated framework for targeted restrictive measures against natural or legal persons, entities or bodies responsible for actions that threaten the peace, stability and security of Haiti and for actions that undermine democracy or the rule of law in Haiti, as well as against natural or legal persons, entities or bodies associated with them.

(3) In its conclusions of 17 October 2024 , the European Council stated that it remained extremely concerned about the situation in Haiti and called for new targeted sanctions against individuals and entities responsible for violence, with the objective of helping to restore peace, security, stability, democracy and the rule of law in Haiti.

(4) In view of the deteriorating political, economic, security and humanitarian situation in Haiti, including the results of the escalating gang violence, the unremitting serious human rights abuses committed by gangs, and the continuing impunity for the perpetrators, three individuals and one entity should be added to the list of natural and legal persons, entities and bodies subject to restrictive measures set out in Annex II to Decision (CFSP) 2022/2319.

(5) Decision (CFSP) 2022/2319 should therefore be amended accordingly,

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union .
