Having regard to Rule 25(2) of the Rules of Procedure of the European Parliament,
In Article 6 of the Rules, paragraph 3 is replaced by the following: 3.Appointment to the Order shall take place through an annual procedure, under which a maximum of 20 laureates may be appointed per year. (1) On 5 May 2025 , the Bureau of the European Parliament adopted its Decision laying down the Rules on the European Order of MeritOJ C, C/2025/2745, 12.5.2025, ELI: http://data.europa.eu/eli/C/2025/2745/oj. (the Rules). It thus established the European Order of Merit to honour the achievements of individuals who have made a significant contribution to European integration or to the promotion and defence of the values enshrined in the Treaties.
(2) As part of the 2025 annual procedure, ways to enhance the effectiveness of the appointment process were considered. In particular, emphasis was placed on ensuring that the Rules allow sufficient flexibility to respond in a timely manner to significant events or institutional occasions, thereby increasing the relevance and visibility of the European Order of Merit for citizens. In order to allow for such flexibility, the Rules should be amended accordingly,
This Decision shall enter into force on the day following that of its publication in the Official Journal of the European Union .
