THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and floraOJ L 206, 22.7.1992, p. 7 , ELI: http://data.europa.eu/eli/dir/1992/43/oj. , and in particular Article 4(2), third subparagraph, thereof,

The list of sites of Community importance shall be as set out in the Annex.

(1) The Natura 2000 network is an essential instrument for the protection of biodiversity in the Union, comprising sites included in the list of sites of Community importance for the nine biogeographical regions referred to in Article 1, point (c)(iii), of Directive 92/43/EEC.Those biogeographical regions, as specified in the biogeographical map approved on 20 April 2005 by the committee established by Article 20 of Directive 92/43/EEC, are the following: (a) the Alpine, which comprises the Union territories of the Alps (Germany, France, Italy, Austria and Slovenia), the Pyrenees (Spain and France), the Apennine mountains (Italy), the northern Fennoscandian mountains (Finland and Sweden), the Carpathian mountains (Poland, Romania and Slovakia), the Dinaric Mountains (Slovenia and Croatia) and the Balkan, Rila, Pirin, Rhodope and the Sashtinska Sredna Gora Mountains (Bulgaria);(b) the Atlantic, which comprises the Union territories of Ireland, and the Netherlands, and parts of the Union territories of Belgium, Denmark, Germany, Spain, France and Portugal;(c) the Boreal, which comprises parts of the Union territories of Finland and Sweden and the Union territories of Estonia, Latvia and Lithuania;(d) the Continental, which comprises the Union territory of Luxembourg and parts of the Union territories of Belgium, Bulgaria, the Czech Republic, Denmark, Germany, France, Italy, Austria, Poland, Romania, Slovenia, Croatia and Sweden;(e) the Black Sea, which comprises parts of the Union territory of Bulgaria and Romania;(f) the Macaronesian, which comprises the archipelagos of the Azores and Madeira (Portugal) and the Canary Islands (Spain) in the Atlantic Ocean;(g) the Mediterranean, which comprises the Union territories of Greece, Cyprus, in accordance with Article 1 of Protocol No 10 of the 2003 Act of AccessionAct concerning the conditions of accession of the Czech Republic, the Republic of Estonia, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Republic of Hungary, the Republic of Malta, the Republic of Poland, the Republic of Slovenia and the Slovak Republic and the adjustments to the Treaties on which the European Union is founded – Protocol No 10 on Cyprus (OJ L 236, 23.9.2003, p. 955 , ELI: http://data.europa.eu/eli/treaty/acc_2003/act_1/pro_10/sign). , and Malta, parts of the Union territories of Spain, France, Italy, Portugal and Croatia;(h) the Pannonian, which comprises the Union territory of Hungary and parts of the Union territories of the Czech Republic, Romania and Slovakia; and(i) the Steppic, which comprises parts of the Union territory of Romania.

(2) In order to make further progress in the establishment of the Natura 2000 network and in the context of periodic adaptations to that network, the list of sites of Community importance is reviewed regularly by the Commission. Furthermore, Member States regularly propose updates to their network of sites of Community importance. Those updates include, but are not limited to, the addition of new sites, merges and splits of existing sites, and the correction of data provided for each site. Member States also submit changes in the site-related information contained in the list of sites of Community importance.

(4) Knowledge of the presence and distribution of the natural habitat types and species is constantly evolving as a result of the surveillance undertaken in accordance with Article 11 of Directive 92/43/EEC. Therefore, the evaluation and selection of sites at Union level is carried out using the best available information.

(5) Between 11 September 2024 and 31 January 2025 , Austria, Bulgaria, Cyprus, Czechia, Estonia, Finland, France, Hungary, Ireland, Italy, Lithuania, Luxembourg, Latvia, the Netherlands, Poland, Portugal, Romania, Spain, Sweden and Slovenia submitted updated versions of their national databases to the Commission including changes made to the site codes, names, biogeographical region, priority status, area, length, and site centre coordinates of certain sites of Community importance within their respective territories. Those changes should be reflected in the lists of sites of Community importance.

(6) In the interest of simplifying the procedure for updating the list of sites of Community importance and reducing the number of implementing acts, it is appropriate to consolidate the separate decisions for each of the nine biogeographical regions in one decision. Implementing Decisions (EU) 2024/428, (EU) 2025/238, (EU) 2025/239, (EU) 2025/240, (EU) 2025/242, (EU) 2025/244, (EU) 2025/251, (EU) 2025/256 and (EU) 2025/257 should therefore be repealed.

(7) The measures provided for in this Decision are in accordance with the opinion of the committee established by Article 20 of Directive 92/43/EEC,
