Having regard to Regulation (EU) 2016/429 of the European Parliament and of the Council of 9 March 2016 on transmissible animal diseases and amending and repealing certain acts in the area of animal health (Animal Health Law)OJ L 84, 31.3.2016, p. 1 , ELI: http://data.europa.eu/eli/reg/2016/429/oj. , and in particular Article 259(1) thereof,
Movements of animals of listed species, as set out in the Annex to Implementing Regulation (EU) 2018/1882, from the further restricted zone set out in the Annex to this Decision, to a destination located outside the external perimeters of that further restricted zone shall be prohibited until the dates listed in the Annex.

(1) Foot and mouth disease is an infectious viral disease affecting animals of the mammal orders of Artiodactyla and Proboscidea and can have a severe impact on the concerned animal population and the profitability of farming, causing disturbance to movements of consignments of those animals and products thereof within the Union and exports to third countries. In the event of an outbreak of foot and mouth disease in animals there is a serious risk of the spread of that disease to other establishments keeping animals of listed species, as set out in the Annex to Commission Implementing Regulation (EU) 2018/1882Commission Implementing Regulation (EU) 2018/1882 of 3 December 2018 on the application of certain disease prevention and control rules to categories of listed diseases and establishing a list of species and groups of species posing a considerable risk for the spread of those listed diseases (OJ L 308, 4.12.2018, p. 21 , ELI: http://data.europa.eu/eli/reg_impl/2018/1882/oj). (the listed species).
(2) Commission Delegated Regulation (EU) 2020/687Commission Delegated Regulation (EU) 2020/687 of 17 December 2019 supplementing Regulation (EU) 2016/429 of the European Parliament and the Council, as regards rules for the prevention and control of certain listed diseases (OJ L 174, 3.6.2020, p. 64 , ELI: http://data.europa.eu/eli/reg_del/2020/687/oj). supplements the rules for the control of the listed diseases referred to in Article 9(1), points (a), (b) and (c), of Regulation (EU) 2016/429, and defined as category A, B and C diseases in Implementing Regulation (EU) 2018/1882. In particular, Articles 21 and 22 of Delegated Regulation (EU) 2020/687 provide for the establishment of a restricted zone in the event of an outbreak of a category A disease, including foot and mouth disease, and for certain measures to be applied therein. In addition, Article 21(1) of that Delegated Regulation provides that the restricted zone is to comprise a protection zone and a surveillance zone, and, if necessary, further restricted zones around or adjacent to the protection and surveillance zones.
(3) Commission Implementing Decision (EU) 2026/582Commission Implementing Decision (EU) 2026/582 of 11 March 2026 concerning certain emergency measures relating to foot and mouth disease in Cyprus and repealing Implementing Decision (EU) 2026/484 (OJ L, 2026/582, 13.3.2026, ELI: http://data.europa.eu/eli/dec_impl/2026/582/oj). was adopted on the basis of Regulation (EU) 2016/429, and it lays down certain emergency measures relating to the outbreaks of foot and mouth disease in establishments keeping ruminant animals in the Larnaca district in Cyprus. More particularly, Implementing Decision (EU) 2026/582 provides that Cyprus must establish restricted zones, which comprise protection and surveillance zones, as well as a further restricted zone, in accordance with Article 21 of Delegated Regulation (EU) 2020/687, where the measures required to be applied in the protection and surveillance zones, and the further restricted zone, must be applied at least until the dates listed in the Annex to that Implementing Decision, and that the protection and surveillance zones, as well as the further restricted zone, must comprise at least the areas listed in that Annex.
(4) In view of the current epidemiological situation in Cyprus and the risk that infection with foot and mouth disease virus can spread through sub-clinically infected animals of listed species, it is also necessary to prohibit the movement of such animals from any location within the further restricted zone to a destination located outside the external perimeters the further restricted zone. Therefore, Implementing Decision (EU) 2026/582 should be amended in order to provide for such a prohibition.
(5) Regulation (EU) 2016/429, and more particularly Article 69 thereof, provides that where relevant for the effective control of a listed disease referred to in Article 9(1), point (a), thereof, for which disease control measures apply, the competent authority of a Member State may develop a vaccination plan and establish vaccination zones. To that end, the competent authority is required to implement the vaccination plan, and establish vaccination zones, that meet specific requirements laid down in Article 6 of Commission Delegated Regulation (EU) 2023/361Commission Delegated Regulation (EU) 2023/361 of 28 November 2022 supplementing Regulation (EU) 2016/429 of the European Parliament and the Council as regards rules for the use of certain veterinary medicinal products for the purpose of prevention and control of certain listed diseases (OJ L 52, 20.2.2023, p. 1 , ELI: http://data.europa.eu/eli/reg_del/2023/361/oj). which supplements Regulation (EU) 2016/429.
(6) Delegated Regulation (EU) 2023/361, lays down, inter alia, the specific rules to be implemented by Member States when using emergency protective vaccination in animals to prevent or control a listed disease. That Delegated Regulation also lays down the conditions under which the movement of vaccinated animals and products thereof may be allowed. Specific conditions for emergency protective vaccination against infection with foot and mouth disease are laid down in Annex VII to that Delegated Regulation.
(7) On 2 March 2026 , Cyprus submitted to the Commission its official vaccination plan for emergency protective vaccination against infection with foot and mouth disease. The plan includes information on the geographical and administrative scope of the vaccination zone and the number of animals to be vaccinated. Therefore, Implementing Decision (EU) 2026/582 should be amended in order to take account of the vaccination plan and the territorial scope of the vaccination zone provided by Cyprus.
(8) Since the adoption of Implementing Decision (EU) 2026/582, the emergency measures required to be applied in the protection and surveillance zones and in the further restricted zone listed in the Annex thereto, and the timeline for their application, have been reviewed, in particular with respect to the preliminary cleaning and disinfection of the affected establishments, required to be carried out in accordance with Delegated Regulation (EU) 2020/687. As a consequence, the duration of the emergency measures in those protection and surveillance zones must be adapted.
(9) In addition, since the adoption of Implementing Decision (EU) 2026/582, there have been further outbreaks of foot and mouth disease in establishments in the Larnaca and Nicosia districts in Cyprus, including outside the areas currently listed as protection and surveillance zones in the Annex to Implementing Decision (EU) 2026/582.
(10) Accordingly, given the current epidemiological situation as regards foot and mouth disease in Cyprus, and in order to prevent the further spread of that disease in that Member State, or to other Member States or to third countries, it is necessary to urgently review the current areas listed as protection, surveillance or further restricted zone in the Annex to Implementing Decision (EU) 2026/582, to adapt them both spatially and temporally where necessary, and also to establish new protection and surveillance zones taking into account the most recent outbreaks in Cyprus. This is also necessary in order to prevent any unnecessary disturbance to trade within the Union, and to avoid any unjustified barriers to trade being imposed by third countries.
(11) Implementing Decision (EU) 2026/582 should therefore be amended accordingly.
(12) The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,
A vaccination zone, as described in the Annex to this Decision, shall be established immediately by the competent authority, in accordance with Part 1 of Annex VII to Delegated Regulation (EU) 2023/361, and under the conditions laid down in that Annex VII.
This Decision is addressed to the Republic of Cyprus.
