The Annex to Implementing Decision (EU) 2026/582 is replaced by the text set out in the Annex to this Decision.

(1) Foot and mouth disease is an infectious viral disease affecting animals of the mammal orders of Artiodactyla and Proboscidea and can have a severe impact on the concerned animal population and the profitability of farming, causing disturbance to movements of consignments of those animals and products thereof within the Union and exports to third countries. In the event of an outbreak of foot and mouth disease in animals there is a serious risk of the spread of that disease to other establishments keeping animals of listed species, as set out in the Annex to Commission Implementing Regulation (EU) 2018/1882Commission Implementing Regulation (EU) 2018/1882 of 3 December 2018 on the application of certain disease prevention and control rules to categories of listed diseases and establishing a list of species and groups of species posing a considerable risk for the spread of those listed diseases (OJ L 308, 4.12.2018, p. 21 , ELI: http://data.europa.eu/eli/reg_impl/2018/1882/oj). (the listed species).
(2) Commission Delegated Regulation (EU) 2020/687Commission Delegated Regulation (EU) 2020/687 of 17 December 2019 supplementing Regulation (EU) 2016/429 of the European Parliament and the Council, as regards rules for the prevention and control of certain listed diseases (OJ L 174, 3.6.2020, p. 64 , ELI: http://data.europa.eu/eli/reg_del/2020/687/oj). supplements the rules for the control of the listed diseases referred to in Article 9(1), points (a), (b) and (c), of Regulation (EU) 2016/429, and defined as category A, B and C diseases in Implementing Regulation (EU) 2018/1882. In particular, Articles 21 and 22 of Delegated Regulation (EU) 2020/687 provide for the establishment of a restricted zone in the event of an outbreak of a category A disease, including foot and mouth disease, and for certain measures to be applied therein. In addition, Article 21(1) of that Delegated Regulation provides that the restricted zone is to comprise a protection zone and a surveillance zone, and, if necessary, further restricted zones around or adjacent to the protection and surveillance zones.
(3) Commission Implementing Decision (EU) 2026/582Commission Implementing Decision (EU) 2026/582 of 11 March 2026 concerning certain emergency measures relating to foot and mouth disease in Cyprus and repealing Implementing Decision (EU) 2026/484 (OJ L, 2026/582, 13.3.2026, ELI: http://data.europa.eu/eli/dec_impl/2026/582/oj). was adopted on the basis of Regulation (EU) 2016/429, and it lays down certain emergency measures relating to the outbreaks of foot and mouth disease in establishments keeping ruminant animals in the Larnaca and Nicosia districts in Cyprus. More particularly, Implementing Decision (EU) 2026/582 provides that Cyprus must establish restricted zones, which comprise protection and surveillance zones, as well as a further restricted zone, in accordance with Article 21 of Delegated Regulation (EU) 2020/687, where the measures required to be applied in the protection and surveillance zones, and the further restricted zone, must be applied at least until the dates listed in the Annex to that Implementing Decision, and that the protection and surveillance zones, as well as the further restricted zone, must comprise at least the areas listed in that Annex. Implementing Decision (EU) 2026/582 was amended by Commission Implementing Decision (EU) 2026/782Commission Implementing Decision (EU) 2026/782 of 27 March 2026 amending Implementing Decision (EU) 2026/582 concerning certain emergency measures relating to foot and mouth disease in Cyprus (OJ L, 2026/782, 1.4.2026, ELI: http://data.europa.eu/eli/dec_impl/2026/782/oj). .
(4) Since the adoption of Implementing Decision (EU) 2026/782, the emergency measures required to be applied in the protection and surveillance zones and in the further restricted zone listed in the Annex thereto, and the timeline for their application, have been reviewed based on the information provided by Cyprus, in particular with respect to the dates of the preliminary cleaning and disinfection of the affected establishments, required to be carried out in accordance with Delegated Regulation (EU) 2020/687. As a consequence, the duration of the emergency measures in those protection and surveillance zones must be reviewed.
(5) In addition, since the adoption of Implementing Decision (EU) 2026/782, there have been further outbreaks of foot and mouth disease in establishments in the Larnaca and Nicosia districts in Cyprus, including outside the areas currently listed as protection and surveillance zones in the Annex to Implementing Decision (EU) 2026/582.
(6) Accordingly, given the current epidemiological situation as regards foot and mouth disease in Cyprus, and in order to prevent the further spread of that disease in that Member State, to other Member States or to third countries, it is necessary to urgently review the current areas listed as protection, surveillance or further restricted zones in the Annex to Implementing Decision (EU) 2026/582, to adapt them both spatially and temporally where necessary, and also to establish new protection and surveillance zones taking into account the most recent outbreaks in Cyprus. This is also necessary in order to prevent any unnecessary disturbance to trade within the Union, and to avoid any unjustified barriers to trade being imposed by third countries.
(7) Implementing Decision (EU) 2026/582 should therefore be amended accordingly.
(8) The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,
