THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 29 thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Decision 2014/145/CFSP is amended as follows:
This Decision shall apply until 15 September 2026 .
Council Decision 2014/145/CFSP of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (OJ L 78, 17.3.2014, p. 16 , ELI: http://data.europa.eu/eli/dec/2014/145(1)/oj).
(1) On 17 March 2014 , the Council adopted Decision 2014/145/CFSPCouncil Decision 2014/145/CFSP of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (OJ L 78, 17.3.2014, p. 16 , ELI: http://data.europa.eu/eli/dec/2014/145(1)/oj). .
(2) On 12 September 2025 , the Council adopted Decision (CFSP) 2025/1895Council Decision (CFSP) 2025/1895 of 12 September 2025 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (OJ L, 2025/1895, 15.9.2025, ELI: http://data.europa.eu/eli/dec/2025/1895/oj). , thereby renewing the measures provided for in Decision 2014/145/CFSP for a further six months.
(3) In its Resolution ES-11/7, adopted on 24 February 2025 , the United Nations General Assembly recalled the need for full implementation of its relevant resolutions adopted in response to the aggression against Ukraine, in particular its demand that the Russian Federation immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognised borders, and its demand for an immediate cessation of the hostilities by the Russian Federation against Ukraine, in particular of any attacks against civilians and civilian objects.
(4) As long as the illegal actions by the Russian Federation continue to violate fundamental rules of international law, including, in particular, the prohibition on the use of force enshrined in Article 2(4) of the Charter of the United Nations, or of international humanitarian law, it is appropriate to maintain in force all the measures imposed by the Union and to take additional measures, if necessary. Therefore, Decision 2014/145/CFSP should be renewed for a further six months.
(5) On the basis of a review by the Council concerning the individual designations set out in the Annex to Decision 2014/145/CFSP, the information concerning 132 individuals and 77 entities should be updated. Additionally, the entries for five deceased persons and two other persons should be deleted from that Annex.
(6) Decision 2014/145/CFSP should therefore be amended accordingly,
(1) in Article 6, the second paragraph is replaced by the following:This Decision shall apply until 15 September 2026 . ;
(2) the Annex is amended in accordance with the Annex to this Decision.
This Decision shall enter into force on the day following that of its publication in the Official Journal of the European Union .
